Write a State Charter


Task: The student will write an ideal state charter that incorporates the principles that are established in the three founding documents of the Commonwealth of Pennsylvania.

Objective:The students will be able to read and select the main and supporting ideas from two founding documents of the Commonwealth of Pennsylvania, evaluate and synthesize the principles in them, and write a charter for an ideal new state.

Essential Question: What rules (laws) should guide a state?

Learning Activities:
a. Mini-lesson on reading a founding document

2) Students identify strategies to determine main and supporting ideas
b. Students read and identify the main and supporting ideas in two founding documents
1) Read “The Plan of Government for Pennsylvania, 1682”
2) Read “Pennsylvania Charter of Privileges, 1701”
3) In pairs, the students engage in discussion on principles of a charter for an ideal state
c. Write a charter for an ideal state
1) In pairs, the students compose a charter for an ideal state
2)The pairs publish their charters on the class wiki

Strategies for Identifying Main and Supporting Ideas:
a. Identify the main idea of a paragraph
1) The main idea is often expressed in the first or last sentences of the paragraph
2) Read the first and last sentences and determine the main idea
3) Read the entire paragraph and determine if the main idea is correct
b. Identify the main idea of the article
1) For each paragraph, identify the topic
2) Focus the topic to the main idea of the paragraph
3) List the main ideas for each paragraph
4) Determine the main idea for the article, the supporting ideas, and facts and details that support the main idea.
c. Selecting the main and supporting ideas, and supporting details
1) Determine the facts and details that support the main and supporting ideas
2) Consider who, what, where, when, why, and how questions in this work
3) Diagram the main and supporting ideas, including facts and details
4) Summarize the main and supporting ideas in two to three sentences

6) Rights of the state’s citizens

1) Student selects the format for the state charter

Checklist for Student Work:
1) Read “The Plan of Government for Pennsylvania, 1682”
2) Read “Pennsylvania Charter of Privileges, 1701”
3) Determine the main and supporting ideas with facts and details for the two articles
4) Confer with partner to reach an agreement on the main and supporting ideas in the articles
5) Write a list of the necessary parts to a state charter
6) Write a charter for an ideal state
7) Publish your charter on the class wiki

Procedures for Using the Wiki
1) This project – Write a State Charter – has a page of instructions: Write a State Charter page, an Exemplar page, and Team pages.
2) Each team has its own page, which only the team members can edit (Use the left sidebar for navigation -- Select the "Projects" icon, then click on the team name). Alternatively, click on your team name: Team Fox, Team Ocelot, or Team Panda.
3) Students may view the web pages of their classmates, but cannot edit them.
4) Team web pages have the two articles posted to them.
5) Students will outline the main and supporting ideas with details and facts after each article.
6) Following the articles, students will write the rules/principles for an ideal state charter.
7) The teams will name and write their ideal state charter, and post it as a separate web page with a link to it.
